Since the Council’s deliberation on these items is confidential, the City Council and City Staff will not be able to answer or address questions relating to the items other than procedural questions. The Consent Calendar contains items which are typically routine in nature and will be enacted by one motion by the Council unless an item is removed for discussion by a member of the public, staff, or Council. If you wish to discuss a Consent Calendar item please come to the microphone and state the number of the item you wish to discuss. Then wait near the lectern. When the Mayor calls your item give your last name, and address, then begin speaking. You will have three minutes at that time to address the council.

9.  Approval of Minutes - October 27, 2009

10. Receive and File - Warrant Register
a. Warrant Register dated October 22, 2009. Payroll for the period of October 5, 2009 to October 18, 2009 was $688,762.27.

11. Recommendation by Police Chief - Private Patrol Ordinance
a. Adopt an ordinance amending sections 18-259 and 18-260 of Chapter 18 of the Hemet Municipal Code regarding private patrols. (Ordinance Bill No. 09-060)

12. Recommendation by Deputy City Manager - Memorandum of Understanding with Hemet Communications Workers of America, Local 9588
a. Authorize the City Manager to execute the Side Letter of Agreement between the City of Hemet and the Communications Workers of America, Local 9588 (CWA), for the period of November 1, 2009 through October 31, 2010.

13. Recommendation by Public Works Director/City Engineer - Installation of Banners Across Florida Avenue
a. Valley Wide Farmers Market at Diamond Valley Community Park - Farmers Market being held on Thursdays. The banner will go p at Florida and Harvard on November 16, 2009 and down on November 30, 2009 and up again on January 18, 2010 and down n January 25, 2010.
b. Hemet Youth Baseball Signups - Signups being held on January 10th, 17th and 24th. The banner will go up at Florida and Kirby on December 28, 2009 and down on January 11, 2010 and up again at Florida and Harvard on January 11, 2010 and down on January 18, 2010.

14. Recommendation by Interim Finance Director - Establishment of a new Accounting Fund for the Neighborhood Stabilization Program (NSP) Grant
a. Authorize the establishment of a new accounting fund, to be named the NSP Grant Fund, #247, with estimated revenues and expenses for Fiscal Year 2009-10 of $2,888,473, and further authorize the Finance Director to create the necessary departments and accounts within the fund.

15. Recommendation by Public Works Director/City Engineer - Traffic and Parking Commission Recommendations
a. Approve Installation of School Zone Signage on Girard north of Florida
b. Approve Removal of Left Turn Only Sign on Santa Fe at Date Street
c. Approve Renaming of a Portion of Commonwealth to “Titan Trail”
d. Approve Installation of School Zone Signage at Harmony Elementary School

16. Recommendation by Fire Chief - Staffing for Adequate Fire and Emergency Services (SAFER) Grants
a. Authorize the Fire Chief to apply for funding for fire suppression personnel. The application process for SAFER funding opens on November 16, 2009 and Hemet Fire is requesting permission to apply for these much needed monies.

Anyone who wishes to address the Council regarding items not on the agenda may do so at this time. As a courtesy, please complete a Request to Speak Form, found at the City Clerk’s desk. Submit your completed form to the City Clerk prior to the beginning of the meeting. Presentations are limited to three minutes in consideration of others who are here for agenda items. Please come forward to the lectern when the Mayor calls upon you. When you are recognized, you may proceed with your comments.

State law prohibits the City Council from taking action or discussing any item not appearing on the agenda except for brief responses to statements made or questions posed by the public. In addition, they may, on their own initiative or in response to questions posed by the public, ask a question for clarification, provide a reference to staff or other resources for factual information, or request staff to report back to them at a subsequent meeting. Furthermore, a member of the City Council or the council itself may take action to direct staff to place a matter of business on a future agenda.


Public Hearings

The Council’s procedure for public hearings will be as follows: The Mayor will ask the City Manager for the staff report; the City Manager will call on the appropriate staff member for the report. The City Council will ask for clarification of items presented, if needed. The Mayor will open the public hearing: ask for comments from those IN FAVOR of the case; ask for comments IN OPPOSITION to the case; and finally for rebuttal to any comments made. The Mayor will then CLOSE THE PUBLIC HEARING. The Mayor will ask the City Manager to respond to any questions raised by the public (the public will not have the opportunity to respond). The matter will then be discussed by members of the City Council prior to taking action on the item.

17. Proposed Ordinance to Update Participation in the TUMF Program and Adopt a Temporary TUMF Reduction and Resolution Adopting a TUMF Schedule and Temporary TUMF Reduction.
a. Conduct the public hearing; and
b. Introduce by title only and waive further reading of an ordinance amending Division 2, Sections 58-70 to 58-70.6 of Article III of Chapter 58 of the Hemet Municipal Code and superseding Ordinance No. 1757 and Ordinance No. 1768; and (Ordinance Bill No. 09-062)
c. Adopt a resolution adopting a TUMF schedule and temporary TUMF reduction. (Resolution Bill No. 09-063)


City Departments

18.  Parks and Recreation Ordinance - Public Works Director/City Engineer
a. Introduce, read by title only and waive further reading of an ordinance amending sections 50-1 of Chapter 50 of the Hemet Municipal Code regarding Parks and Recreation establishing rules for City dog parks and amending operating hours for City parks. (Ordinance Bill No. 09-064)
