15. Receive and File - Warrant Register
a. Warrant Registers dated January 14, 2010 and January 28, 2010. The payroll for the period of December 28, 2009 to January 10, 2010 was $737,391.67 and January 11, 2010 to January 24, 2010 was $682,572.19.
16. Recommendation by City Manager - Employment Agreement for Community Development Director
a. Authorize deletion of the Planning Manager position from the table of organization; and
b. Approve the amended job description for the position of Director of Community Development to be Community Development Director, deleting the original salary schedule and modifying the specifications therein; and
c. Authorize the City Manager to enter into the at will agreement with Ms. Deanna Elliano to serve as Community Development Director.
17. Recommendation by Police Chief - FEMA Domestic Preparedness Training
a. Approve out of state travel eight city employees to attend Domestic Preparedness Training in Anniston, Alabama, March 7-12, 2010.
18. Recommendation by Public Works Director/City Engineer - Installation of Banner Across Florida Avenue
a. Approve the installation of the following banner:
1. Valleywide Baseball and Softball signups - The banner will go up at Florida and Kirby on February 22, 2010 and down on March 3, 2010.
19. Recommendation by Public Works Director/City Engineer - Approve Contract Change Order for Landscape Maintenance Services
a. Reject all bids from Tessera for landscape maintenance services per letter of withdrawal; and
b. Approve Contract Change Order No. 1 to the City’s current contract with Adame Landscape to increase the annual contract costs to a total of $321,799 to reflect additional landscape maintenance services and contract terms as follows:
• Service Area “A” to commence services effective March 1, 2010, at an annual cost of $55,887.
• Service Area “C” to commence services effective March 1, 2010, at an annual cost of $63,531.
• Term of Contract for Service Areas “A” and “C” to be awarded for one one-year term, with up to four one-year extensions.
20. Recommendation by Public Works Director/City Engineer - Park Commission Recommendations for January 25, 2010.
a. Tree Removal Request - Privet (2) - 1181 W. Mayberry Avenue
Recommendation to deny request; approve tree for trim and repair raised sidewalk.
b. Tree Removal Request - Oak (1) - 2154 Rosemary Court
Recommendation to approve request and replace contingent upon owner providing irrigation to replacement tree.
c. Tree Removal Request - Privet (1) Crape Myrtle (1) - 480 S. Lyon Avenue
Recommendation to deny request, approve scheduling both trees for trim, root prune and repair of raised sidewalk.
d. Tree Removal Request - Magnolia (2) - 2647 Chamise Way
Recommendation to deny request, remove the sta-rock around base of trees, remove the surface roots and install a root barrier.

Submit your completed form to the City Clerk prior to the beginning of the meeting. Presentations are limited to three minutes in consideration of others who are here for agenda items. Please come forward to the lectern when the Mayor calls upon you. When you are recognized, you may proceed with your comments.

State law prohibits the City Council from taking action or discussing any item not appearing on the agenda except for brief responses to statements made or questions posed by the public. Furthermore, a member of the City Council or the council itself may take action to direct staff to place a matter of business on a future agenda. |
